The "Koeru Winter 2011" public’s rally is the round II of 2011 Moskvich League Rally Cup, round II of the Public’s Rally Rally Cup and round I of the 2011 Autoekspert Amateur Rally Baltic Cup.

The rally is being organized by MTÜ Vao Külaselts in cooperation with the rural municipalities of Koeru, Kareda and Järva-Jaani. It is coordinated by Estonian Autosport Union (EASU), EASU Noortekomitee and EASU Rahvaspordikomitee.

The first recce car arrives at scrutineering at 10.50 a.m., by which it has started competing in the "Koeru Winter 2011" public’s rally with overall length 203,20 km, of which SS 12 is 32,40 km.

11 a.m. – start of the I part of the I lap with length 66,24 km, of which SS 4 is 10,80 km
1.07 p.m. – the first car finishes the first part of the first lap

1.1. Regulation

The "Koeru Winter 2011" rally is organized by Vao Külaselts MTÜ (Vao village, Koeru municipality, Järvamaa; contact person: Peep Kristal, peep@renek.ee Phone nr: +372 51 04 547) in cooperation with the municipalities of Koeru, Kareda, Järva-Jaani and sponsors on February 26th in accordance with FIA Sporting Code and its appendices, FIA rally general regulations, EASU Sporting Regulations, Public’s Rally Sporting regulations, Autoekspert Baltic Rally Cup’s Prescriptions, 2011 technical conditions of public’s rally and public’s sprint and on the basis of these Supplementary Regulations.
The Supplementary Regulations are published January 26th, 2011.

III ROUTE DESCRIPTION

3.1. General Data
Overall length: 203,20 km
Number of Special Stages: 12
Overall length of Special Stages: 32,40 km
Special Stages are speed stages with elements of precision driving.
The route has been separated into one lap and three parts.
Number of Special Stages run twice: 4

Detailed route, timetable and time controls (TC) will be published in the Road Book. The Road Book is published in addition on the internet at www.rally.ee on February 24th at 16 a.m. The Road Book lacks speed stenograms, as a supplementary material the schemes of the public parts of SS-s are added. In addition, the Road Book includes the coordinates of the TC-s.

All changes applied on the day of the rally are added to the official all points bulletin.

3.2. Reconnaissance
3.2.1 The organiser does not organize the reconnaissance.

IV RECCE CARS

Article nr 4, cars


4.1. All B category vehicles that hold a valid roadworthyness certificate and traffic insurance are allowed to take part. The cars must also be in accordance with the constraints applied by the public’s rally technical regulations.

4.2. Sports cars (cars holding the ASN technical cards) are allowed to compete in the class of J27 with gill or studded tires that are in accordance with the traffic law and the technical regulations of public’s rally and public’s sprint. In other classes only the cars in compliance with SR p. 4.1. are allowed to compete.

4.3. Special Conditions
4.3.1. Car bottom protection is allowed
4.3.2. Additional wheel guards are allowed
4.3.4. In accordance with the traffic laws of the Republic of Estonia (https://www.riigiteataja.ee/akt/72590) and other jurisdictions, all the cars must have the following: portable extinguisher, first aid kit, chocks, warning triangle, a warning light with a blinker(compulsory with this regulation), safety vest(compulsory with this regulation, in accordance with 2nd class standard EVS-EN471).
4.3.5. Each car has to have a snow shovel and a towing rope thoroughly attached to the trunk of the car.
4.3.6. Tires, that in addition to the regulations of the traffic law are also in accordance with the technical regulations of the public’s rally and public’s sprint, are allowed.
Reminder: Only gill or studded tires are allowed in all classes.
4.3.6.1. Studded tires regulations
Studded tires must be in accordance with the Ministry of Transport and Communications regulation nr 50, published May 18th, 2001 and its later changes that are published in Riigi Teataja.

3)The number of the studs on the tires cannot exceed a 25% difference with the difference of the number of the studs on the tire with the most studs.
4)The new M1, N1, O1 ja O2 category vehicles’ studded tires the studs cannot protrude the surface of the tire no more than 1,5mm. The studs of the currently used M1, N1, O1 ja O2 category vehicles’ studded tires cannot protrude the surface of the tire no more than 2,0mm.

5)The studs used in for the studded tires can have no more mass or statical thrusting force than:
b) N1 ja O2 category vehicles – thrusting force 180 N and mass 2,3 g. The studs can only have one tip and it cannot be sharp or silindrical.
4.3.7. Different GPS devices are allowed.

4.4. Classes
4.4.1. 4WD – four-wheel-drive street cars
4.4.2 2WD-V – two-wheel-drive street cars with engine swept volume up to 1600 cm³
4.4.3. 2WD-S - two-wheel-drive street cars with engine swept volume more than 1600 cm³
4.4.4. SU – rear-wheel-drive street cars produced in the Soviet Union
4.4.5. J18 – youngsters up to 18-years with 2WD street cars
4.4.6. J27 – juniors up to 27-years with 2WD sports cars with engine swept volume up to 2000 cm³
4.4.7. ML – street cars in accordance with the technival requirements of the Moskvich League
4.4.8. Women – women with 2WD street cars

V THE ENTRY FORM, REGISTRATION, SCRUTINEERING

Article nr 5, Entry form, registration deadlines


5.1. Only a person with a valid ASN competitor’s licence or the competitor’s licence issued by EASU/LAF public’s sports’ sub-commitee.

5.2. The pre-registration of the rally takes place on the internet, based on the registration form located at http://www.autosport.ee/rallyreg
The information of co-driver (II driver) can be added or specified until the beginning of the mandate. The crew is fully registered when the registration fee has reached the organizer’s account fully and timely.

5.3. The competitors are obligated to arrive at the documents’ checking on Saturday, February 26th, 7 a.m. – 10 a.m. at latest.

5.4. At the documents’ check the competitors have to present the following valid documents:
- filled and signed registration form
- ASN competitor’s licence and competitor’s card (SR p 5.1)
- document certifying the right to drive(not the co-driver and drivers of the classes of J18, J27)
- registration certificate of the recce car
- authorisation document for the use of the recce car (if needed)

5.5. At the scrutineering the competitors need to have protective helmets that are in accordance with the requirements.

5.6. Scrutineering
5.6.1. Each competing recce car and the drivers have to arrive at the scrutineering on Saturday, February 26th, 2011 from 10.50 a.m. respective to the start time.
5.6.2. The scrutineering takes place near TC 0 Vao culture centre.
5.6.3. The numbers and advertisements issued in the documents’ checking need to be attached to the car before the arrival to the scrutineering.
5.6.4. Being late for the scrutineering is punished by the starting ban.

5.7. Up to 55 cars are allowed in the start.

5.8. If a driver competing in classes 4.4.5. and 4.4.6. has no driving licence, the II driver has to drive the car on the public roads. He is obligated to take the lead 10m after the end of the SS zone.

VI REGISTRATION FEES, INSURANCE

Article 6 Registration fees


6.1. The registration fees for the competitors are the following:
26.01.2011 – 23.02.2011, 3 p.m., classes 4WD, 2WD-V, 2WD-S, SU, J27, Women, ML: 100 EUR / crew
26.01.2011 – 23.03.2011, 3 p.m., class J18: 70 EUR / crew
26.01.2011 – 23.03.2011, 3 p.m.: 50 EUR / crew (Supplementary Regulations (SR) p 14.2)
The last due date for the registration forms and fees is February 23rd, 2011 at 4 p.m.
6.1.2 The previous fees are imposed on those competitors who agree with the organizers’ advertisements on the recce car.
6.1.3. The competitor can refuse the organizers’ advertisements before February 23rd, 2011 with a note on the registration form. In this case the registration fees double (the additional fee is paid at the documents’ checking). The refusal of the advertisements connected with rally trademark and competing number is not allowed.
6.1.5. The fees have to be paid by bank transfer to the organizers’ account(transfer fees are paid by the competitors):

6.2. The registration forms are handled only if the registration fees are transfered to the organizers’ accounts in the full amount.

6.3. The registration fee is refunded:
6.3.1. The registration form was not accepted
6.3.2. In case of the rally not taking place in circumstances not depending on organizers (Force Majeure), refund 50%
6.3.3. The organizer refunds 25% of the registration fee if the competitor could not start due to irrefutable forces on the condition that the organizers recieve a document with adequate evidence.

6.4. Insurance
6.4.1. All competing cars must, in accordance with the law, have a valid ordinary contract of traffic insurance. The organizers’ are not responsible for its existence. Estonian Traffic Law is binding throughout the event.
6.4.2. EASU visa (required for competing) includes liability insurance towards third parties.

VII ADVERTISEMENTS

7.1. The organizers’ advertisements, competing numbers and rally trademarks have to be placed on the recce car before arriving at the scrutineering according to Appendix 1 and must stay on the recce car throughout the event. Unauthorized redesign (cutting) of the advertisements are handled as a violation of this Article. If the violation takes place, the punishment is either fine of 65 EUR or the ban of start.

VIII GENERAL OBLIGATIONS

Article 8, General obligations


8.1. The compliance of the protective helmets and outfits to the EASU reglementations are checked during scrutineering and if needed, the whole event.

8.2. The competitors’ moving on the race tracks, filling the rally regulations and supplementary regulations are controlled by fact referees. Repositioning of the track marks from their initial location are fixed by the fact referees. Each fixed violation, by which the track was shortened or by which some other advantage was achieved, a 10 second penalty is added to the SS time. No protests towards the fact referee are allowed.

8.3. Violation of the reglementations on the track are registered on the time card or forwarded to the clerk of the course by the fact referee. Repositioning of the track marks are published on the official all points bulletin.

8.4. Competing number and trademark
8.4.1. The organizer issues each crew two competing numbers that are attached to the recce cars’ front doors for the whole course of the event(Appendix 1).

8.5. Reconnaissance
8.5.1. The organizers do not organize the reconnaissance.

IX COURSE OF THE EVENT

9.1. Official time throughout of the rally will be Estonian Time (CET +2), the time signals are forwarded by Eesti Raadio during full hours.

9.2. The first recce car starts(enters the TC 0 scrutineering) on February 26th, 2011 at 10.50 a.m. in Koeru municipality, Järvamaa, Vao village.

9.3. All crews will start at one (1) minute intervals.

9.4. Retired crew must immediately inform Rally HQ of their retirement reasons on the number +372 53 925 516(clerk of the course) or forward them to the organizers on paper(the retirement form found at the back of the Road Book) by submitting the form to marshals or the road-opening car and remove competition number form the
car.

9.5. In the case of an accident on the rally track the recce car needs to be submitted for scrutineering during the day of the event by calling +372 56 612 210, Marko Luhthein.

9.6. Starting
The time card is handed to the crew on the minute before start. 30 minutes before the start, the referee shows the competitors a clock with a scale of 60s/circle or the monitor of a digital clock from the rear window of the car. The start takes place at full minute, false starts are fixed by the referee.

9.7. Scrutineering
Scrutineering of the recce car is allowed only in the specially marked places in the Road Book – the Service Parks. Violation is punished by removal from the competition.

9.8. Regroupings
Two regroupings take place:
At the end of the I part of the I lap – adjustment of the start list on the account of retired cars and late arrivals.
At the end of the II part of the I lap - adjustment of the start list on the account of retired cars and late arrivals.

9.9. Accidents, during which the competitors or spectators recieved injuries, must be reported according to FIA general regulations Appendix IV p 33 (by safety telecommunication). In any way the competitors must use the OK/SOS boards of the Road Book. In case of violation the competitors can be removed from the competition.

9.10. In the case of a technical malfunction of the recce car or an accident, the recce car has to be taken to a safe place without delay, in order to free the race track. If the replacement of the recce car is not possible, a safety triangle must be placed min. 50 m from the race car, facing the direction of traffic(safety triangle and in dark a safety light, see Article 4.3.4.).

9.11. The TC at the end of the lap can be entered earlier.

X PENALTIES

Penalties are imposed by EASU and the Clerk of The Course in the whole extent of the FIA sports’ codex pages 152-155 for all the violations connected to the competition. In the case of violation of the specific provisions of the supplementary regulations, penalties can also be imposed by the organizer.

10.1. In case of not participating, the registered competitors are obligated to inform the organizers on Wednesday, 23.02.2011 at 4 p.m. at latest. Not informing is punishable by EASU.

XI PROTESTS

11.1. Protest fee, set by EASU, is 200 EUR.

11.2. If the protest requires dismantling and reassembly of different parts of the car and later reassembling, the claimant must pay an additional deposit specified by the scrutineers:
- for a protest concerning a clearly defined part of the car (engine, transmission, steering, braking system, electrical installation, bodywork etc.): fee 75 EUR
- for a protest involving the whole car: fee 150 EUR

11.3. All expenses incurred by the executed work and by the transportation of the car shall be borne:
− by claimant if the protest wad denied;
- by the defendant if the protest was satisfied

11.4. If the protest was not satisfied and if the actual expenses incurred by the protest are higher than the deposit amount, the difference shall be borne by the claimant. In case of smaller real expenses, the rest will be returned to the claimant.

11.5. Time for protests is 15 minutes after the publication of the initial results on the official all point bulletin. The Clerk of The Course considers the ground of the protest and decides accordingly, whether the protests shall be further discussed or not.

XII OTHER PROVISIONS

12.1. During the competition the competitors, when moving on the track, near the track, in the Service Park and near the Service Park, must follow all safety regulations and fill all reasoned orders by the Stewards of the competiton unquestioningly. Moving with the recce car outside of the SS area is with the speed regulated by traffic signs, note in the Road Book or temporary traffic signs. By the decision of the Clerk of The Course, violation of these rules could be followed by aborting the competition or the removal of the violating crew from the competition.

12.2. The organizer of the event can, in accordance with the Clerk of The Course, make changes during the course of the event and in the Road Book, by virtue of the number of the competitors and taking into account the weather conditions.

12.3. All cases not regulated by these supplementary regulations are solved by the Clerk of The Course on the spot.

12.4. The Clerk of The Course is not responsible for possible accidents and their’ consequences. Each competitor competes at their own risk, which s/he confirms with a signature on the registration form.

XIII RESULTS

13.1. The results will be published on the official all points bulletin in accordance with Article 21.2.1 of the FIA rally general provisions by classes and groups(see p 4.4.).

XIV PRIZES

14.1. List of prizes and cups
14.1.1. The three best crews of each class will be honoured with cups.
14.1.2. The competition is open for extra prizes.

14.2. Accounting of team
The three best teams will be honoured with cups.
A crew is formed by 2 or 3 cars. One crew can only be in one team. The team who wins is the one, whose sum of the two best crews’ crew placement points is the smallest. Crew placement points are given in according to the class results: 1. place 1 point, 2. place 2 points and so on. In case of equal results, the team with the better place in the general accounting wins. If one car of the team is removed from the competition or two cars retire, the whole team is thereby not accounted for.

14.3. In the Autoekspert Baltic Public’s Rally Rally Cup the points are given to those competitors, who have filed an application to take part in the Cup by February 23rd, 2011 at latest and have paid the corresponding participation fee in the documents’ checking(ARBC ÜJ p 7).

XV PRIZE GIVING CEREMONY

15.1. The prize giving ceremony takes place February 26th, 2011 at about 8 p.m. in Koeru, Paide tee 3(Koeru culture centre).

15.2. All competitors who are entitled to prizes are obligated to take part in the ceremony. If absent, they lose the right for the prizes.
